Kaori y Miki acuden como invitadas a una importante fiesta repleta de personalidades de todo el mundo. El motivo del evento es la inauguración de un importante complejo controlado por una supercomputadora. De repente, el general Gillium, un ex dictador de América del Sur, y sus secuaces secuestran el lugar. Kaori y Miki quedarán atrapadas? Todo parece bajo control, pero lo que los secuestradores no saben es que Ryo y Umibozu piensan entrar en acción y no dejar títere con cabeza..

An event is held in a newly opened hotel in Tokyo Bay, with a powerful supercomputer helping out. Even the members of the “City Hunter” team are invited, but only Miki and Kaori actually attend the party. However, the party is disrupted by a hacker attack carried out by the daughter of a former Central American dictator who wants revenge for the US government overthrowing him long ago. The same computer that delivers breakfast to room service can now deliver a nuclear explosive charge right to Washington’s doorstep. To make matters worse, in addition to the other guests, Miki and Kaori are also captured by the terrorists. In einem neu eröffneten Hotel in der Bucht von Tokio findet ein Event statt, bei dem ein leistungsfähiger Supercomputer aushilft. Sogar die Mitglieder des »City Hunter«-Teams sind eingeladen, aber nur Miki und Kaori kommen wirklich zu der Feier. Allerdings wird die Party durch einen Hackerangriff gestört, der von der Tochter eines ehemaligen mittelamerikanischen Diktators durchgeführt wird, der Rache dafür haben möchte, dass die US-Regierung ihn vor langer Zeit gestürzt hat. Derselbe Computer, der dem Zimmerservice das Frühstück liefert, kann nun auch eine nukleare Sprengladung direkt vor die Haustür Washingtons bringen. Zu allem Überfluss werden neben den sonstigen Gästen außerdem Miki und Kaori von den Terroristen gefangen genommen. Können Ryo und Umibozu ihre Freunde befreien und die atomare Katastrophe, die General Gilliam und seine Tochter planen, verhindern?
